Another Garden Solution

My houseplants have been very patient with my current low-light situation for over 2 years, but the effects are evident. So enter online superstore YesComUSA ! They have tons of things useful all around the house, including this LED grow light. At first glance out of the box, all I see are these little squares...

...closeup looks very interesting. Are these little squares really "lightbulbs"?
